A talking computer to check drunk drivers

Nassau County Police have the most ingenious way to check drunken driving. All the gents' restroom of the town's bars will get the Wizmark Urinal Communicator. The Communicator is a 3.5 inch plastic screen policeman. So, whenever it finds a very drunk person, the Communicator would order that soul to get a cab.
Quite a novel idea, but frightening. Imagine a talking computer? Nassau County women must be really sober.
